Or does that law cease to be law if there is no potential punishment assigned to not following its precepts? What is the line between a “natural” presupposition amongst rational animals that makes us who we are and a law designed and enforced by the state to establish order amongst us?

If a law is a good law (meaning its intent and impact is the betterment of all beings) then do we need the threat or punishment of incarceration to make us follow that law?
