I mean the no u-turn signs basically say its not allowed. you have to make a u turn to get onto the ramp.

I feel like its kinda splitting hairs with the no u-turn signs. You're basically doing a u-turn to go up that onramp. I'd find it hard to argue that in court, but I'm no lawyer.

hmm, after looking, you are allowed to turn left on a double yellow with "no oncoming traffic and it can be done safely" . Im still saying no. Nothing about that place makes me think it be allowed
