Following a strategy that we have seen implemented after the Paris agreement as well, countries spent the following 3 conferences arguing on details and delaying implementation. COP6 discussion was suspended over the US refusal to accept any measure that would impact their emissions.

The Kyoto protocol is often depicted in political speeches as a blueprint of concrete climate action. While it did contain some tangible measures -- although too small to be impactful -- we often forget that the real work starts after such agreements, and not before.

A the same time, they set also the stage for the principles of "flexibility" and "emission trading" that would allow rich Minority World countries to pay their way out of the already insufficient goals.
