Every gun shot that hits reduces ALL ability cooldowns. Has a lot of potential, as you can find 2 copies of a card. 2 maxed out "On The Mark" give 80% cooldown reduction!

Heals 3% of health on kill. Simple cards can have an enormous impact! That 3% stacks incredibly quickly, I have no idea how I'm gonna balance that.
