Also, they "violated protocols" and didn't preserve the cell so the suicide could be investigated. They removed the body and didn't take photos.

It's completely at their discretion. It last for 3 years, and can be extended for an additional 3 at their "discretion".

I checked the corresponding page of the English budget is 262. Unless I'm mistaken.
I don't see anything on 262 that corresponds to what is stated in the video.
