I don’t live in DPH anymore but when I did and I had issues with a fucked up landlord, I reached out to Sac Tenant Union (former iteration, many of the same ppl) and they were hella there for me and helped me win a standoff.
I’m so glad my old neighborhood is getting organized now, it is so needed!
