You are missing that the US does not have parties, they have coalitions of individuals. The US party system is one of the weakest in the world, and Senate leadership is *extremely* weak- it had to be basically gelded to make the VRA be passed. There isn't much a Senate leader can actually *do* to force people to hold the line besides try to browbeat them, and that has limited efficacy *especially* in extraordinary circumstances like these.
