BE government debt/GDP2024 was 104.7%. FR, IT are worse in EU. Acc. to my discussion with BE lady they fear the single BE would have to repay the total value of the debt worth 140 billion. Which is misunderstanding & probably a result of russian dissinfo. They are rich nation without courage.

Russia's public debt is low, at 16-20% of GDP.

You are going beyond declaration. Vulnerable & vehicles interact in zones, were limit s implemented. Based on observance of traffic rules roads are safe, otherwise authorities implement restrictions. No objection against 20/30 in zones, we can discuss what is zone. Whole City is not a zone = extrem.
