In a system that relies on variances, special permits, aldermanic privilege, and other discretionary approvals, development actually does happen. So the outside world sees cranes and construction crews out in the neighborhoods, and complaints about the system from savvy advocates ring hollow.

told somebody I was going to have to create a disqus account to comment over there & turns out I already had a disqus account for every email address I have access to & ya girl has been COMMENTING throughout the years. I have no memory of this. & those accounts are now deleted. :) but what a journey
