Whether #Syria can break from a legacy of arbitrary mass detention will depend not only on decisions made in Damascus but on whether foreign governments are finally prepared to take responsibility for their own citizens.

Syria can’t escape its legacy of arbitrary mass detention unless foreign governments take responsibility for their citizens in NES. Without that, the new Syria risks being built on the same unlawful foundations as in the Assad era

Baghdad is concerned about threats to its national security emanating from al-Hol and is hosting a conference with states with citizens in the camp to discuss mechanisms to empty and dismantle the facility.
