I don't have a theory as to why things happened as they did, but judging from the neighborhood FB page, SPPD might be underestimating how willing St. Paul residents are right now to pester them incessantly if this continues.

I think some people are confusing "poverty line" with "at what level of wealth/income do you need to be at to not get totally screwed by a health event or a major accident?" and the answer in the US is "very, very high"
