23 councils requested to “top-slice” funding for 2024-25. Just two were refused.

Kent was given the green light to slice £16.5 million, the most by any council.

Norfolk was allowed to take the highest percentage of its core schools budget at nearly 1.5 per cent, totalling £9.7 million.

Private special schools made up more than 40% of those found to be failing. But councils continue to send vulnerable children to these schools – including one with fees of up to £116,000 where “bullying, prejudiced behaviour, threats of violence and physical aggression are commonplace.”

More than 250 non-associated private schools have failed to meet independent school standards in inspections carried out since 2021, our analysis shows.

Almost a third failed to reach standards over multiple inspections. One school remain open despite failing consecutive inspections for 10 years.

MAT lead Dan Morrow said he had dealt with Prevent referrals that staff felt may have been better handled by mental health providers or other social services – but that an alternative pathway hadn’t been available.

“We’re caught between a rock and a hard place,” he said.

In the year to April 2024, two in five school referrals were found to involve a vulnerable child, but one deemed *not* to be driven by a terrorist ideology.

More than 1,000 cases were classed as “vulnerability present but no ideology or CT [counter-terrorism] risk” — an increase of 140% since 2019
