The dangerous thing about pardons, based on the Constitution, is that it’s not a “we” but rather an “I” decision. One person (incentive and intentions? nobody really knows). This needs to be legislatively fixed, meaning a law that makes a provable quid pro quo bribe for a pardon a felony for both.
