No, but they have a history of doing stuff like this when they don't need to and having broken packages as a result. See Bottles RPM, Fedora Flatpak OBS, etc.

All I've had issues with Linux don't get me wrong, but the difference is that on Linux there's nothing stopping me from going as deep as I need to to fix the problem.Also, if there's something I don't want to deal with, nothing is stopping me from just removing it entirely.

It would be for data, not phone service, so you could do online stuff without needing wifi
