If you want to sin tax fossil fuel vehicles, you already have tax on fuel the government can raise, which, for physics reasons, also encourages smaller vehicles.
Link things to physics: it's not something you can negotiate exemptions for, and impossible to bribe or argue with.

It strikes me if you want a road tax that covers all types of vehicles fairly, do it on the basis of the model's kerb weight. It's publicly available information, and the reg is tagged to the make and model, so it's easy to implement and difficult to cheat, and encourages smaller vehicles.

Agreed. Out of interest, where do you land wrt cases where the copyright is in possession of someone other than the creator? By sale, or inheritance, say? What if it's something out of copyright?
