I guess I'm saying that if people want better infrastructure in Canada or the U.S., it's not going to happen with tighter immigration policies.

If there is a long-term influx of immigrants, yes, unlikely. But that depends on who controls immigration law, and right now immigration is unpopular. Opinion could certainly shift back, just as in the U.S.!
