Agree. It still would take an essential benefits list, non-prior existing conditions limits, etc. to qualify to take the voucher.

I like the Clinton pricing model--80% of average in the community--to give a purchasing incentive but the lowest priced plans would still have to meet standards

I agreeing that giving cash in lieu of insurance wouldn't work for most people (like MSAs). But, what about giving each individual a voucher for selecting their own insurance?

No objection to sharing risk, particularly given that we are all at risk (albeit, different hazards). But, if we're transferring the risk to others, we need to address moral hazard. Maybe we'll cover your first flood or wildfire but you need to show what you're doing before we cover another one

I point out to my classes that the first real "universal" healthcare proposal was in 1912 and it took 98 years to get something through Congress. And, changing a comma would have blown the reconciliation requirements and killed it.

Given that, why does anyone thing an alternative would be simple?
