This policy deliberately attempts to enforce on vulnerable children, a set of inappropriate sexual & gender stereotypes which will lead to lifelong harm to those children
The medications are uncontroversial and regularly used to support children who are deemed to meet those stereotypes

The government has chosen to target trans people specifically, the blockers are fine as long as children are deemed to be cis/het, just early puberty onset
