I actually don't have any reason why Rise uses Ice magic as his preferred element.
Probably because it's easier to manage with his Astral alignment? Cold and stasis seem to go hand in hand, and constructs (read: icicles thrown at you) seem more stable/durable

Lore: Rise gives his close friends bracelets (royal blue and their favorite color, with a charm and all that) that let them summon him to their side in a pinch
He has been summoned mid bath
He's also been summoned to block a stray punch in a bar fight
