Because of growing recalls, the lower number of releases following recall, and the lengthening of recall times, the number of recalled IPP prisoners in prison has been growing

Indeed, there are more recalled IPP prisoners than IPP prisoners who have never been released

The length of time IPP prisoners returned to prison (recalled) are spending in prison has been growing fairly consistently since 2015 (and not only since 2021, as this graph misleadingly claims)

As recalls of IPP prisoners have grown, so to have the number of releases of recalled prisoners

However, the number of releases has not kept pace with the number of recalls

Once released, many former IPP prisoners end up being returned to prison (recalled), often for minor and technical reasons

The number recalled each year has been growing

The number of IPP prisoners being released for the first time has been falling year on year, though releases over more recent years have been slowing

Since the abolition of IPP in 2012, the number of those under the sentence, both in prison and in the community, has been falling

But this fall has been glacially slow
