In the west end near me we got 50+cm, waist high drifts. The sidewalks haven't been plowed, the bike lanes have 30cm of snow in them, and the streets have been plowed.

The bike lanes are the defacto sidewalk for pedestrians.

I was trying to use something that is specific and material to the people making the trade off decision, I'm sure there are other criteria one could use.

How much do these consultations hide the trade offs and frame them as equivalent options?

Design A could be done in x months and increase property taxes y.

Design B could be done is 5x months and increase property taxes 2y.

Different outcomes with different information.
