The government has a duty to consult with Indigenous people but their approval is not required. The same with provinces. TMX expansion was built despite opposition from BC and some first nations. That could happen here as well.

Which is less than what it was post-pandemic...which is reduction in foreign aid spending from the previous government...i.e a cut.

It is that simple. Foreign aid funding was at a certain level, the government decided to reduce the amount of funding. That it is more than what it was in 1998 is irrelevant.

There are always pressing concerns for any government. Cutting foreign aid is a choice and one that is popular in conservative circles to boot so maybe that was part of the calculation but I would have preferred to not to reduce funding programs that help fight infectious disease, etc. YMMV.

It's not anti-Carney to point out that Canada is cutting $2.7 billion in foreign aid over the next 4 years. That's in the budget.
