I'd guess that Vertwatten will commit his usual illegal moves, which the FIA will do nothing about and he will win. His rivals will have their cars damaged by FIA endorsed dangerous driving.
If not, FIA will change the rules on the last lap to achieve the pre agreed outcome of a Vertwatten win.

Brexit was exactly that. A petulant door-slamming. A rejection of cooperation, protection and opportunity for all of us because the wealthy rightwing elites didn’t want to play by shared rules. And knew they could exploit ignorance/prejudice to achieve that.
