This is then complicated by the restatement of the movement rules in the Comprehensive section on Page 35. Which basically says moving is made in the same way as a Move or Dash action... but does that mean that Heavy affects both the same way? - It's not quite clear.

This is a good question. I went and checked the discord and there's debates about this.
It seems people intuitively feel it's a no, but rules as written a 'Move Action' is different from making a 'move'. Using Dash allows you to make a move, and the Heavy keyword only forbids making Move action.
