I should add that there ARE lots of items that are inexplicably restricted to use inside the home, like lamp posts for example. That one is very puzzling.

I've used them outside in my space, but there can be some confusion if you try to use them (or anything) on the edge of your plot. Sometimes it says you don't own that plot, sometimes it just says you can't use the item there.
