I never understood why they don’t call it. If you’re the cause of a penalty, then you should go to the box. Initially, the game might be slower with all the whistles but the players will stop taking them and the the game will pick up again.

When my kids were young and I was coaching them soccer, I told them they had to make 3 passes before shooting because they would just dribble past every kid and score at will.
