I think the disparate, confusing treatment by the authorities is quite deliberate. The “confusion” both allows them to break the law (as it will be harder to assign responsibility later), as well as discourages people from showing up to protest, since they won’t know what to expect.

I believe this. The only time I saw a chiropractor a few times I’m not convinced the “adjustments” did anything, but the electro stimulation thing and massage beforehand definitely helped.
