A 2025 investigation by the Investigative Project on Race and Equity and Injustice Watch found the initial debt that cost people their homes was collectively $2.3 million, but the homes had a total market value of more than $108 million.

These drivers also comprise the majority of stops Chicago police officers have made in recent years. After making about 86,000 stops in 2015, CPD has since reported an average of more than 400,000 each year by counting the state-mandated “blue cards” officers fill out to memorialize the encounters.
