My read on the act: This will likely be challenged in court very quickly, but Trump is going to use every tool at his disposal including investigations, the FDA, FGM laws, etc. to ban transgender youth care nationwide.

It remains to be seen if hospital systems comply in advance.

Section 8: Chilling... says the DOJ will investigate trans care under "female genital mutilation," use AGs to target doctors, use the FDA to attempt to ban trans youth care, promote legislation to enact PRIAs to ban youth care, and target trans sanctuary states using the "Parental Kidnapping act"

Section 6: This section says that Tricare will no longer cover gender affirming care for youth (I believe this was already the case from the recent law passed through the NDAA)

Section 4: This section tells every agency that provides research grants, including to med schools, that it will no longer be able to receive federal funds if it provides trans youth care.

Typically you would need congress to do this. This would end most trans youth care done at top tier hospitals.

Section 3: This section rescinds policies that rely on WPATH guidance. This section has NO age limit, so this could also apply to adults and could have big impacts on adult care nationwide.

It also tells the HHS sec to publish a junk science review that will call trans people "identity-confused"

Section 2: Definition includes people who are legal adults 18 years of age, sets the attempts at a ban at those under the age of 19. It also says the federal government will call gender affirming care "chemical and surgical mutilation"

Section 1: Policy and purpose calls transgender care "maiming," and states that children will "soon regret" being trans.

Detransition is rare, 1-4% in most studies, and regret even lower.

It intends to use withholding of funds and interpretation of laws to target trans youth nationwide.
