The earlier closing is a recent change thanks to Bruce Harrell 🙃 happened at Alki, Gas Works, and Magnuson. They called it the "summer safety strategy" but I think the real impetus was noise complaints at a few parks.
Definitely a ham-fisted response, regardless.

This particular short stretch is consistently blocked by parked/idling cars. Some orange cones were there for a minute which helped keep the lane open, but it must've been short lived :(
