i'd say that the biggest pain is making the assets. Connecting the screens and doing all the programming doesn't take very long in comparison. You could connect all screens in a couple of days. I'm certain Myst/Riven development time was mostly spent on making the 3D world and atmosphere.

I did prototype a level maker but i quickly found it to be redundant. It allowed you to create new screens in game through a debug menu and then save the screen as data in a txt file. You still have to connect the screens manually but you can edit them in a more intuitive way.

My top tip is to scope the game out and decide afterwards which method. You will need to connect the screens manually to some degree. If you have 1000+ screens i might consider automating parts of the process or making a level creator/your own engine. We only had 90 screens in our game.

I did use a template screen with buttons on the right, left and forward. Then i duplicated the template for each new screen, replacing the specific data for that screen (Image texture, connected screens, interactables.).
