I like it as an idea but I'd need visual comparanda. And then we'd have to ask why a consul is sitting on a subsellium when they should be in a curulechair.

I agree that he's not holding it, clearly behind the arm. So how is it standing up? and what is it? The possibly spiked base is interesting. Perhaps a clue of sorts...
