In October 2009, Ackman and another pirate on the high seas of finance, Steven Roth, secured a 26 percent stake in J.C. Penney. By the following year, they had exiled Ullman while replacing him with their chosen recruit, a veteran of Apple named Ron Johnson. They clearly expected their new leader to infuse J.C. Penney with Apple's approach to business, including the ruthless management of inven-tory. "Ron Johnson is the Steve Jobs of the retail industry," Ackman declared. That episode ended in a spectacular fiasco. Johnson slashed inventory to free up $500 million in cash, burnishing the company's balance sheet, while allowing it to pay out dividends. But he overdid it, tormenting customers who had traditionally flocked to J.C. Penney for its well-advertised sales. As the company's stock price plummeted, Ackman turned on Johnson. The new boss was out after less than a year and a half in the job, replaced by his pre-decessor.
