I'm not sure how Rosie figures into this. She's trying to grab power and rise above Lucifer, I'm sure of it, but I don't know how, or what she wants from Alastor.

Lucifer knew where Lilith was going but didn't know what happened there, only that his wife never came back & angels started killing Sinners once a year.
Charlie, not knowing what happened to her mom, tried to continue her work, while Lucifer gave up.

Lilith agreed to save as many Sinners as she could and resigned herself to captivity in Heaven. Lute and anyone else who knew she was there assumed Lilith wanted to be in Heaven, bc who wouldn't? But we now see from Pent that Heaven isn't heaven without your friends and family.

Lilith tried to stop them, and Adam suggested a deal: they only "purge" Sinners one hour per year, and in exchange, Lilith stays in Heaven with Adam. Possibly also including in the terms that Lilith can't have contact with Lucifer or Charlie.

There was a miscommunication, likely due to Adam and a bitterness toward Lilith as his ex, and Sera became convinced that Hell was on the brink of an uprising, and in reaction, they were going to wipe out all Sinners in Hell, also probably Adam's fault.

If I were to discuss her overarching behavior, I would say that she is unnecessarily harsh with most people and she needs to learn how to express herself in non-violent ways, but that is a different discussion for a different thread that I am not posting.

I am only talking about the kick shown in the screenshots I posted. I am not discussing any other instance of her hitting Blitzø. The situation here has no bearing on the acceptability of her behavior in other situations.

In this specific instance, she was justified.

True, she may have been reasonably frustrated by that, but I don't see that as a reason for being justified in her action here. Though sometimes frustration and stress can make someone less forgiving of crossed boundaries

Also, the portal was still closing behind her & she was still holding Via's hand. She clearly steps in front of Via to kick Blitzø away. There was probably an element of protection there as well.

Blitzø is not entitled to hug her just because he's her dad. It doesn't matter that he was apologizing. It doesn't matter that he loves her. He does not have a right to hug her against her consent. We should be aplauding her.
