A prosecutor read your statement and still decided there was a realistic prospect of conviction. I'm not sure prosecutors routinely speaking to witnesses would help effectiveness. You'd replace reading, say, 10 witness statements, with reading 10 statements & speaking to 10 witnesses.

I was lucky enough to meet a man who came to the UK in the 1930's as a German Jewish boy. He was one of 3 German boys in his British school. In successive years the 3 of them won the English prize. For them English, academic success and assimilation was of existential importance.

Jury bailiffs are obviously not free. I still don't see where the savings come from. If these changes reduce the backlog (as Lammy claims) he'll need more Magistrates Courts or judge only Crown Courts sitting . To do that he'll need to pay more judges and clerks (who earn more than jury bailiffs).

Tbh that's not fundamentally a £ issue. The point of witness statement is to have a fixed record of what a witness is expected to say at trial. Plus given lawyers aren't allowed to tell witness how to answer specific questions there's little to discuss that Witnesses Care Unit can't cover instead.

I refuse to believe it even needed needed somone in the chain of command with the backbone to sat "No Sir". I've worked in a hierarchical organisation long enough to know that you can defeat an order by dragging your feet etc.
