But the final deal just agreed at #COP30 urges countries to "voluntarily" accelerate their action to reduce their use of fossil fuels, so I'm sure everything will work out fine.

Yes, I'd seen that. It seems like a self-contradictory position. We need to eliminate emissions, not just reduce them. This cannot be achieved without transitioning away from almost all fossil fuel use. Residual emissions from hard-to-eliminate uses will need to be captured and stored.

Surely at this stage the countries that want faster progress, which are the majority, need to push to reform this process and work out ways of penalising the minority that are frustrating meaningful action?

Even advocates admit it will be decades before we might know enough about the effects of SRM to take a calculated risk on it. By then it will be too late. We need action now to avoid getting into tipping point territory and the only option available is aggressive decarbonisation.

Anything that won't be fit to be deployed for decades is pointless. We're on course to pass 1.5°C above pre-industrial this decade, if we haven't already, and then risk of triggering tipping points increases rapidly. Radical action is needed now.
