Maybe it is Rosie who is so clueless she doesn't get that it's not a cane or tech he uses for his broadcasts?
As soon as she enages him it would click to Alastor she didn't know he was powerless and he would play along, it's a last second miracle he needs

There has to be more nuance going on here
The season is built on how the staff being broken means IT IS BROKEN
