This is by design. It always hits the character with the highest attack and since it doesn't change the attack, it'll always hit the same target (unless there is a tie). Its intentionally a scam card that isn't good when copied.

Not totally pointless because you get access to them now. Our goal with this change is to make it easier as more players join but we've added more cards. We didn't want current players to be left out in that shift to a more generous acquisition model.

The Galaxy Pass also gives access to We Are Blorg, but waiting is totally valid as well.

Currently, the first 12 cards you unlock for each captain are their "Starter Decks". We have decided that each captain should have those unlocked already so once the change goes into affect, all Base set captains will have those 12 cards in their starter decks unlocked.
