Look, Trump and his administration simply do not have to follow the law. SCOTUS won't hold him accountable, and even if they wanted to they have no enforcement. The doj is not going to arrest themselves.

He's already withholding funds from blue states, just because we didn't vote for him. Now he's withholding federal funds from red states who don't do exactly as he says. He's a dictator, not a President. He needs to be removed.
