bio oils sold for heating are an uncontrolled market: rife with possibilities for adulteration with cheaper fossil oil. No chain of custody or reliable certification process. The mere fact that the program exists will tempt some not to replace their oil heating with a heat pump, which would be Bad.

That is an extremely long, extremely confused article. I cant even work out what it is in favour of, and what it is arguing against. Can you point me to a clear summary?
