So I ran into my water dept contact last night (this is Chicago after all - "I got a guy"). He has a proprietary system map on his phone (!) and determined that this is where a ~4' dia pipe empties into a ~15' dia pipe. That much vertical drop+echo effects in the big pipe is why it's so loud.
