This is a very Guardian headline. They seem to believe that people who fall for Farage care what experts say. Better to say something like “Man who said Brexit would be great sets out plan to ruin more lives.”

Clearly, these are completely separate stories, but this is what worries me when politicians start talking of deregulation. Regulations are often grounded in something.
