With all these drug-laden boats traversing the open sea with their limited fuel ranges, wouldn’t THE NAVY want to send up a few surveillance drones to maybe see EXACTLY WHERE the boats are going and who they’re meeting rather then indiscriminately blowing them up?

Yep, they’d either need to refuel or rendezvous with an another vessel. So is the Navy, with some of, if not THE most sophisticated surveillance equipment in use, NOT able to local those other ships? In open water? You’d think they’d want to OBSERVE where these boats are heading before destroying.
