Unlikely I think, as sundogs form by refraction through ice crystals in high cirrus clouds. For it to work here it would have to be just above the far horizon. This appears to be a low-level feature with other low cloud behind it.

That's a tiny bit of rainbow, where a sliver of low sun has picked up the lower part of a passing shower. Lovely.

The theory is sound, it almost certainly has some effect, but pretty much impossible to quantify.
