Vehicle registration and gas tax don’t pay for transportation infrastructure. At the municipal level, it’s mostly property tax directly by property owners and indirectly by renters. Provinces/states fund via income tax. So non-drivers subsidize drivers.

Timely snow clearing is a mobility issue. Sidewalks are municipal property but property owners here are responsible to clear them. There are always a couple of owners that don’t bother shovelling. People with mobility aids are particularly inequitably treated
