There's a handful of existing fan formats that have done good enough/tested enough to see big play

Pauper and peasant commander utilize non rare/mythical as commanders
@pendragonmtg.com is a fun format with the commander being common having a legendary equipment

Just like you I am also on a panel or what we like to call a round table that helps with both ruling and guidance for our format @pendragonmtg.com and getting to go to Atlanta and see how many people excited to play and excited to hear insight I was just so wow you know
