Burton: I appreciate the work being done here but we have a very tough budget coming up here. It's huge. Right now, I want us to push the prov govt to provide that extra funding so I would ask that we vote on item 5 separately. #yqrcc

Admin: The $820k would include the homelessness coordinator for the encampment policy & operation. Obviously, from staff capacity perspective, it would make it challenging to oversee that new approach. #yqrcc

Burton: The city can't do this alone, we need support from the provincial govt. We have tough discussions coming up in December. I expect a torch & fork parade. Will we know about the funding in item 5 by the time for budget in Dec? #yqrcc

Incidentally, Flores passed a motion at exec expanding (encampment response) item from text at left to longer text at right. Among other things, it expands consultation on response to include "Indigenous leadership, frontline service providers, and individuals with lived experience" #yqrcc
