Proponents say the bill has democratic legitimacy, having passed the Commons with a decent majority, and it is not for the Lords to derail it now, only to refine and improve it.

Of course the sheer number of amendments could be used by opponents - as if regularly the case with private members bills - to run down the clock and filibuster the bill.

Opponents remain concerned about a) the overall aim of the bill, but b) its practicalities.

By the way, the Conservatives won 17% in Caerphilly at the last Senedd election. Last night was also the story of their absolute wipe-out. They’ve always been comparatively weak in Wales since devolution, but to see them on 2% is brutal.

The next Senedd elections will be run under full proportional representation, so tactical voting is not as likely to come into play as in first past the post.

Hence I think the more direct comparison is with the potential for this dynamic to play out in a general election.
