I think it works with articles where they're parroting fake Trump talking points (like the bogus October jobs report), where the no is meant to dismiss the claim, and the spray bottle is meant to convey that the writer/publisher is being a bad dog. At least, that's my interpretation. 🤣

Glad this policy was reversed, but still, the fact that it happened at all speaks volumes about the quality of the individuals in charge at Homeland Security.
