I can't recommend Kingdom Come: Deliverance 2 enough. It's a first-person RPG that IMHO is every bit as immersive as Cyberpunk 2077, just far more grounded and with a ridiculous amount of historical accuracy.

Thing is, an Executive Order is nothing more than a policy statement indicating how Executive Branch employees should go about doing their jobs. They're not all-powerful. For instance, an EO requiring Congressional pages to wear ties would be laughed at. The President doesn't have that authority.
